Fragman is a musician and program designer whose work focuses on creativity, innovation, and freedom. He studied and performed with master improvisers, Paul F. Murphy, Larry Willis, and Cecil Taylor and is a founding member of Sonic Spirits with Murphy and former poet laureate, Jere Carroll-Murphy. He has toured domestically and internationally with numerous artists including performances at the Kennedy Center, Salerno Conservatory, and the Madrid Jazz Festival.
Fragman's programming has been featured at Loyola New Orleans, Regis University, St. Mary's College of Maryland, the Voice of America, and beyond. To help cultivate creativity and innovation, Fragman was appointed artist-in-residence at TechPort, a University of Maryland and U.S. Navy unmanned aircraft research facility. As a result of his work there, he was credited with inspiring two patents, including a product that resulted in a change to FDA policy. Fragman continues to develop and share music and programming designed to bolster creativity, innovation, positive community values, and freedom for all.
